We also have this problem. It seems to manifest when the email recipient in our environment is on 8.5.3 and the original sender is on Outlook Express 2007 or Outlook 2003. Instead of getting a readable return receipt the original sender gets a blank email back with the same subject.
I have tested it with Outlook 2010 and ti works OK in that version.
